Equifax in 2017, Transunion in 2020 or our own Pentagon who experienced a significant breech in Solar Winds in 2020 are all examples of hacking done in the most sophisticated security systems. Billions of consumers have had their data stolen from the most secure companies in the world. It is a guarantee their security protocols are far superior than the average New Hampshire town. Cyber security remains a top issue of major corporations around the world.
New Hampshire voting machines both today and into the future can be hacked. The flags have been raised by both parties for decades but the citizens have faced gaslighting. This short 7 min video -Hacking Democracy was taken in NH in March 2014 . It shows identical machines that NH uses today having their vote totals changed with a simple hack on the memory card. An earlier assessment of the NH ACCUVOTE machines is documented in this coauthored report from MIT and Princeton entitled Security Analysis of the Diebold AccuVote-TS Voting Machine report which is a damming summary of how vulnerable these machines are.
In NH, Secretary of State Scanlan has acknowledged this truth in his response to a voter. His email is in the gallery below . We have also audited 26% of NH towns and found machines have been altered and memory cards swapped without signature of who altered the memory card or description of what happened.
We are told there in no "proof" vulnerabilities have been exploited yet there are hundreds of books written on the analytics that demonstrate statistically impossible patterns in election results. Why with a simple change like hand counting, are are machines allowed to continue and this risk to be dismissed by our leaders?
On January 18th In 2017, the Coalition for Good Governance, a liberal activist group, filed a lawsuit against Georgia’s use of Dominion machines for voting. In their day in court in January 2024, the voting machines- a newer version of the current NH machines was hacked with a ballpoint pen and vote totals were changed in front of the judge.
New machines approved by NH Ballot law provide no more security than the past- if anything, the hackers have grown more sophisticated. Even with the smoke screen of "OPEN SOURCE" options, there is absolutely no guarantee what is open source is actually on our machines... NONE.
With the issues of voting machine vulnerabilities, a team went to the New Hampshire Department of Justice. The DOJ confirmed that TOWN SELECTMAN & TOWN MODERATORS were the responsible parties for the voting machines. This means these election officials are responsible for protecting the voters in their towns - down to the components on the electronic circuit boards - that there is no potential of access in any form including but not limited to Wifi, Blue tooth or cellular. These official are also responsible to insure day of election software has no embedded hacks. They should review the code on every machine in town to screen for any and all vulnerabilities. Is your town prepared for this? Have they outsourced this critical part of our elections to an unknown third party as a leap of faith?

Detailed studies of Hand counting elections Vs Voting machines are rare. A comprehensive MIT CalTech study on NH elections documents the history of hand count prior to improved tools and methods for hand counting used today. 1946- 2002, recount results Vs election results were compared. The analysis showed a .5% improvement of optical scanning Vs Hand count towns using recount data. ( page 7).
The issue arises in current years. What happens to the disenfranchised voter whose vote is not counted because of undervote/overvote being misread by the scanner ? Hand counts address the voter intent during the count.
Recounts in NH show optical scanners can and do have huge issues which can go undetected without a candidate requested recount. The level of deviation the state experienced for optical scanners far exceeds the margin of the CALTECH report for recounts. The infamous 2020 Windham Audit shows a whopping 21.4% miscount by the machines for the audited rep races ( a 42.8 times greater that reported in their analysis. ( page 47) 10,000 ballots were run through 4 machines and did not get the same answer twice. In 2022, the District 24 race had an error of .5%, in line with history however the chain of custody was broken in every town invalidating the accuracy of the recount. This resulted in a formal referral to the Attorney General. The broken chain of custody is a common theme and amplifies the distrust in the optical scanning integrity.
Optical Scanners- like today's AccuVote systems in NH have 4 known possibilities of fraud that hand counts do not. This again taints any advantage purported in the margin of accuracy:
A. An attack could bypass the pre-election ballot testing and, during an election: turn off under-and-over vote notification. It could selectively disable over vote notification or selectively provide false over vote notification for favored or disfavored candidates. B. Someone with access to ballots could add a tiny spot of invisible/ultraviolet ink to the oval for the PREFERRED candidate. The voter wouldn’t notice it. If he/she voted for ANOTHER candidate, the scanner would read it as an over vote and be it would be invalidated. A vote for the PREFERRED candidate would likely be counted as valid.
C. Prior to recounts, over vote marks could be added to ballots (also possible in locations not using the AccuVote).
D. Voters might mark malicious patterns on the ballot that could trigger a dormant Trojan horse and cause a compromised computer to start cheating. (p. 71, Source Code Review of the Diebold Voting System)
To complete the picture, optical scanners have a history of undetected/ detected failure causing accuracy & rework issues. A list of major vote count failures across the US over the past 4 years can be found in the docs below.

Clint Curtis , a computer programmer testified in Ohio congress that he was hired by republican senator to program voting machines to flip votes totals. He was able to make an undetectable code which could only be found with source code audit. He met with the leaders of the Netherlands in 2017 about the inability to detect manipulated elections and within 3 months, they moved all elections nation wide to hand count.
It is clear, no matter what technology today or in the future, there will always be bad actors waiting in the wings to hack in and place the selected candidates in leadership. The selected candidates chose the future of a nation.
If these large countries can hand count paper ballots and complete the work in a day, New Hampshire surely can find a way.

Ballots have been made, at the request of legislative action of our AGs office and SoS, to become non public information. This makes election results in NH determined by machines with no public audit available. This is the same as someone screaming "BINGO" and declaring they won the jackpot but no one is allowed to see their card. The growing distrust is only amplified by the fact NH has never audited the states election process or results.
The solution is Hand counting. It is conducted by bi partisan teams of trained counters with moderators, under camera surveillance viewable by the public. Every vote can clearly be seen- the way our founding fathers intended it to be. In a time when elections in the US are at the lowest levels of confidence in history, sunlight will be the best disinfectant.
It is significantly cheaper.

Based on the performance of the new machines, it is expected the replacement will necessitate a 1.25- 1.5 ratio of new machines to old. W

Based on the performance of the new machines, it is expected the replacement will necessitate a 1.25- 1.5 ratio of new machines to old. When using their approved pricing supplied to the BLC, we expect the 10 year cost of the machines, annual fee and programming to cost New Hampshire taxpayers $4.1M. ( this information is from the APPENDIX B Submission of the Voting Works documents) This is strictly the cost of hardware and maintenance. There has been rigorous objection by towns that amassing volunteers to hand count would be impossible however the reality is volunteers get turned away EVERY election. At least 15 towns turned away volunteers in the NH 2024 primary alone.
There are hundreds of passionate NH citizens who have been turned away from towns willing to step up and count the vote. There is at least $4.1M which could be used to fund any costs of paid workers allowing the state to break even. In addition, election staff could redirect time and effort spent on machines to support hand count work. We the people want the chance. The towns must allow both parties to send teams to support the voting process.
